Singapore, May 22, 2025 – Global BIM quality assurance leader Solibri, a company under Nemetschek, and Singapore-based BIM specialist and innovation partner AcePLP have launched an innovative Proof of Concept (PoC) for a Software-as-a-service (SaaS) platform for automated building permit compliance. This signals Nemetschek’s expansion in Southeast Asia, building on its well-known BIM tools such as Graphisoft and ArchiCAD.
The new platform will support the CORENET X initiative which aims to streamline building approval processes, reduce iterations between project team and the agencies and bring about greater productivity in the built environment sector in Singapore. The PoC will see Solibri contributing its market-leading rule-based checking engine as a model checker, proven in Finland’s nationwide RAVA3Pro digital permitting system. AcePLP serves as the strategic systems integrator and local innovation partner, leveraging its deep knowledge of Singapore’s regulatory and digital construction landscape to ensure the platform is purpose-built for CORENET X workflows.
The PoC focuses initially on translating a key set of accessibility requirements from Singapore’s Code on Accessibility into machine-executable rules within Solibri’s cloud-based checking environment. Contractors and consultants will be able to submit BIM models in IFC-SG format to the platform, which automatically flags non-compliant elements like insufficient door clearances or improper ramp gradients. Authorities gain real-time visibility into issues through dashboard analytics, while developers receive actionable feedback real-time – a radical improvement over traditional manual reviews.
The PoC is also a powerful productivity tool for consultants, who can then focus on higher-value added design activity.
Automating compliance checks is the logical next step because validating models against Singapore’s code during the design phase engenders better quality in design and prevents costly re-work downstream while ensuring accessibility standards are met from the first brick laid.
Technology Synergy

Next Steps
The PoC will run until June 2026. Successful implementation could trigger expansion of scope to fire safety and structural integrity checks, potentially covering 85% of Singapore’s permit requirements.
In parallel, AcePLP will spearhead industry enablement efforts, including onboarding consultancy teams, training QPs in rule-checking workflows, and contributing to the maturation of digital regulatory submissions. These activities ensure the solution is not only technically-sound but also readily adoptable by the broader market.
For developers, the cloud service will integrate directly with common BIM authoring tools, including Autodesk Revit and ArchiCAD, making the auto-checking process more seamless by leveraging the power of OpenBIM.
